The Executive Director, Technical Operations will be responsible for overseeing the consolidation and integration of technical IT functions from across the several distributed units at UCLA, ensuring a seamless integration of services such as application management, desktop support, A/V services, and more into the central Information Technology Services (ITS) organization. As this leader manages the integration of distributed and new IT functions (people, processes, and technologies) into the ITS organization, they will be responsible for providing clear direction, communication, and support to ITS, campus, and external stakeholders throughout the transition. They will establish reporting structures and performance metrics for newly consolidated services and teams, ensuring alignment with the overall IT strategy and objectives. 

This leader will closely collaborate with the Deputy CIO to implement strategic plans for the university's IT services, focusing on operational excellence, continuous performance improvement, and customer satisfaction. This leader will coordinate operational activities across all core IT services influencing peers to drive improvements in service levels, performance benchmarks, and campus satisfaction.

Involves providing oversight on a variety of IT services. Assignments may include data collection, application management, IT project management, lean process improvement, systems administration, systems and process analysis, solution development and maintenance, business technical support or a combination of these and / or other IT functions.  

Department Summary 

The Technical Operations team oversees the successful integration of IT team members from various administrative units into the central ITS organization at UCLA. This team has significant breadth of expertise inclusive of application development/monitoring, infrastructure maintenance, desktop support, server/storage provisioning, and A/V IT. Additionally, this team services a wide range of unique customers and products used across the university, including but not limited to hospitality products for room reservations and parking management products. Beyond the Administrative IT Consolidation effort, this team also provides oversight of standards and performance of daily operations to other DCIO departments.

Reports to Deputy CIO; directs and manages all Administrative IT personnel who join ITS as part of the Admin IT Consolidation effort. Manages team of approximately 50 full-time staff.

IT Integration Management  

  1. Develops and executes integration strategies for the consolidation of IT team functions, technologies, and processes from distributed parts of the university or service transition from product implementations. 
  2. Ensures clear communication, stakeholder buy-in, performance goals, and minimal disruption to existing services throughout integration efforts. 
  3. Provides direct oversight of approximately 50 incoming IT professionals during transition phases, including technical staff of varied IT specialties and subject matter expertise. 
  4. Coordinates and facilitates service continuity with participating IT functions, ensuring minimal disruption to day-to-day operations.  
  5. Plans and executes gradual integration of new or consolidated services and team members into appropriate ITS departments in a thoughtful, intentional, and effective manner.  
  6. Establishes reporting structures and performance metrics for newly consolidated or sustainment teams, ensuring alignment with the overall IT strategy and objectives. 
  7. Delivers targeted change management to transitioning team members, current IT staff members, impacted units, and end users throughout the administrative IT consolidation or project sustainment efforts.

  1. Continuously assesses and improves IT processes and practices to increase efficiency, reduce costs, and improve service quality. 
  2. Oversees innovation within the Deputy CIO’s organization and works with department leaders to determine how latest technological advancements and innovations impact operations and service levels.  
  3. Leads integration of new technologies into processes and systems for non-PMO projects.  
  4. Initiates process improvement projects based on data analysis, implementing changes such as redesigned processes or new technologies.  
  5. Monitors operational performance, using performance metrics to track progress and identifies improvement efforts as needed.

  1. Works with the Deputy CIO and department leaders to establish operational goals that align with the vision of ITS. Ensures operational alignment and coordination across teams through key metrics.  
  2. Fosters a culture of collaboration and clear communication across the teams to ensure seamless coordination of operations. This includes managing processes between teams and clarifying roles and responsibilities to prevent confusion or overlap.

Technical Analysis 

  1. Leads a team that works with stakeholders to understand needs and translate into technical requirements.  
  2. Uses process and flow modeling techniques to represent current and proposed processes and identify areas of inefficiency and improvement.  
  3. Monitors SLA performance across operational focus areas and trend operational health. Identifies bottlenecks and reports monthly on service and process improvement.

IT Operations Oversight  

  1. Collaborates with the Deputy CIO to implement strategic plans for the university's IT services, focusing on operational efficiency and customer satisfaction. 
  2. Provides regular reporting on IT function performance including key performance indicators and service level targets. 
  3. Ensures that IT services meet agreed-upon performance standards and are delivered cost-effectively. 
  4. Works closely with all other Deputy CIO direct reports to provide support and direction for operational activities, including, when necessary, hands-on support of IT Service Center, Infrastructure/Network Teams, Applications Development, and more.  
  5. At times, this leader may represent the Deputy CIO in meetings, committees, and events, as needed, acting as a liaison to ensure clear communication and alignment of initiatives.

  1. Develops formal plans for complex projects that include interdisciplinary teams; conducts resource planning, work estimation, and oversees related interdependencies; may oversee and/or develop master project plans.
